Programmer Analyst - Data Conversion
Essential Job Functions
Develops, modifies and tests moderately complex applications software to improve efficiency of business operations.
Performs modification, testing and debugging tasks on vendor supplied utilities and packages to ensure fit with current operating environment.
Prepares detailed specifications for higher level programmers and developers to use in product design and development.
Produces program and user documentation for all applications developed within the department to ensure that client access to product is efficient and user-friendly.
Designs, codes and maintains moderately complex applications to ensure applications are efficient and updated on a regular basis.
Assists personal computer staff with moderately complex support issues to ensure that issues of significance are resolved in a timely manner.
The Programmer Analyst is responsible for providing quality data conversion solutions with a high degree of customer service and data quality. The requirements listed below are representative of the knowledge, skill and ability required. General areas of responsibility include:
Design, Code and Test systems solutions based on requirement and data specifications for accurate and complete data conversion from existing or legacy data
Review and interpret business requirements document
Leads data requirement sessions with assigned customers
Assist with managing client expectations and deliverables
Maintain system documentation - includes functional requirements, definitions of data in terms of client, business rules, edits, and allowable values
Participates in the planning, design, development, and implementation of information solutions to address business opportunities
Develop data conversion rules using Microsoft Development technologies from a variety of database platforms and complex data structures
Interpret complex data structures or models from indexed files, flat files, data files or tables and build tools to load data in SQL Server database table structures
Analyze data issues and provide alternate solutions which will make the data complete
Analyze requirements and determine how it will affect new or existing systems
Understanding of software development life cycle.

Basic Qualifications
Bachelor's degree or equivalent combination of education and experience
Bachelor's degree in business administration, computer science or related field preferred
Four or more years of systems programming, systems development experience
Experience working with appropriate application programming, programming languages and analysis procedures
Experience working with software, systems, applications and network markets
Experience working with company software and hardware products and client software needs and hardware equipment
Experience working with data warehousing standards, strategies and tools, and company testing methodologies and other relevant technical procedures
Other Qualifications
Data analysis and software testing skills to test program modifications and enhancements
Analytical and problem solving skills for design and development of application software packages
Ability to work independently and as part of a team
Personal computer and business solutions software skills
Communication skills to communicate with other team members, customers and management and to provide documentation to relevant personnel
Desired Qualifications
Technical knowledge and documented experience including:
BS Degree in computer related field or equivalent experience
Prior data conversion experience preferred
Strong verbal and written communication skills
3-5 years of software development experience
3-5 years of strong experience with .NET framework
A minimum of 1-2 years of SSIS (SQL Server Integration Services, formerly DTS)
Strong SQL skills, including proficiency using Stored Procedures, views, and database design.
Proven experience with SQL Server Analysis Services and Reporting Services
2 - 5 years experience with SQL Server 2005/2008
Ability to work with team members to understand the business requirements and to assist with the development of effective solutions to meet the clients needs
Knowledge of software development methodologies
Prior experience working with Oracle database or FoxPro is preferred, not required.
Ability to multi-task and meet strict deadlines
Work in a public health program development environment a plus
Ability to work in a team environment

Strong SQL skills and database concepts
